e3e Monitor: real-time explosion monitoring framework

Use of explosives especially in urban areas is the defining phenomenon of the last and current century. It and other extreme energy events, is the stuff of everyday global news. But still today and in terms of the nature and extent of the destruction, such events remain in the domain of eye witness accounts or official statements. e3e would permit with multi technology detector systems a real time monitoring on an entirely objective basis of explosions and other extreme energy events in a given context.

Our objective is to make available the technological means on a public basis to monitor explosions and other extreme energy events in real time, objectively and with open-access, by designing, building, testing and promoting appropriate technology in the domains of detection and transmission, analysis and presentation of data.

Goals of the project
  • Deploy a web-enabled structured information storage backend that supports :
    • Free text searches
    • Geo-spatial queries
    • Aggregated queries
    • (as a starting point, an ElasticSearch instance is already available at CERN, and documented in the GitHub project https://github.com/bcopy/e3e-elasticsearch )
  • Create WebComponents (http://webcomponents.org) that allow the visualization of events in any third-party website
  • Introduce authorization support on the data storage layer, so that end-users have access to different levels of information granularity depending on their access rights. For instance :
    • Authorized and Accredited ONGs can have access to the full information in real-time, with the highest level of granularity.
    • Coordination effort agencies can have access to less precise information (for instance, the geographical locations are provided with a 5 miles radius precision, and certain information attributes are hidden)
    • General public can have access to rough geographical information (e.g. 10 miles radius) and with a delay of 10 minutes.
Skills being sought
  • Web programming : HTML, Javascript (WebComponents a plus)
  • Application hosting : for example Tomcat, Jetty, NodeJS, Cherrypy etc.

Prerequisites: 
Javascript, Java / Python, ElasticSearch or similar REST accessible and geographical capable data storage with a standard query language and known security and data confidentiality schemes.
